I keep seeing this file in my "Application Data" folder. My anti virus pops a warning saying its a virus ("information Stealer", and it says it ‘cleaned’ it, but it can’t delete it. If I delete in manually, it pops back up after some time. Any help would be much appreciated.

Sounds like it may be a virus, search the filname and you should get a good description of the process.

Usually executable files with weird names that appear out of nowhere, turn out to be viruses. A virus executes and copies itself, that’s why deleting it manually won’t do any good; it will always show up somewhere else, or even at the same place.
A good way to delete a virus like that is to start your computer using Puppy Linux, which can be downloaded from here: ftp://ibiblio.org/pub/linux/distributions/puppylinux/puppy-4.3.1/pup-431.iso (Notice it’s an "iso" file). Just burn this image file on to a CD, and then start the computer with it. Starting your computer with it won’t change anything in your system. Once in Puppy you’ll have access to your windows drives. Find the virus and delete it from everywhere. It won’t copy itself inside of Linux.
